I know that the changes to the Warburton Toll Bridge have caused considerable concern for some residents, and I continue to hear from constituents experiencing difficulties with payments, Unpaid Toll Charge Notices (UTCNs) and escalating charges.I am continuing to raise these concerns with Peel Ports and Excel Parking, alongside neighbouring MPs, and I want to see a system that is fair, transparent and workable for everyone using the bridge.I would encourage anyone using the bridge to familiarise themselves with the official Warburton Toll Bridge website and FAQs.The website provides information about paying for crossings, managing toll notices, prepaid accounts, discounts and exemptions. Payment for a crossing must currently be made by midnight on the day after the crossing.

You can pay online via this website, use guest payment for one-off crossings, set up a prepaid account for regular use, pay through the mobile app on iOS or Android, or use the automated phone line on 0151 453 6561. Payment must be made by midnight the day after your crossing.
Payments can still be made as normal up until midnight the day after your crossing. If this deadline is missed, an Unpaid Toll Charge Notice (UTCN) will be issued, which increases over time, so it is best to deal with it as soon as possible. Details of how to appeal or pay the UTCN will be provided on the notice issued.
You may choose to purchase credits in advance. Each time you cross, one credit is used automatically. Credits are valid for 30 days from the date of purchase and are non-refundable.
If you are a Blue Badge holder, you need to apply for a blue badge exemption. The official guidance states that you need to create an account as part of the application process.
The Local Resident Discount is also available to customers living in postcode areas WA3 6, WA13 9 and M31 4. This must be applied for through your online account and approved before it becomes active.
You can apply through your online account. Once logged in, go to the menu in the top right-hand corner and select “Discounts and Exemptions”.
From there, you can submit your application and upload the required supporting documents.
Until your application has been approved, full toll charges will apply.
Applications are usually reviewed within 48 hours, although during busy periods this can take up to three to five working days.
An Unpaid Toll Charge Notice is issued when a toll has not been paid by midnight the day after crossing.

When appealing, I would suggest providing as much relevant information and evidence as you can about your individual circumstances. This could include:
If your vehicle is a company, fleet or leased vehicle, I would advise checking with your employer, fleet manager, leasing company or whoever is responsible for managing the vehicle. They may have received relevant correspondence as the registered keeper, so it is important to establish whether any notices have been received and what action, if any, has already been taken.
The published charges are £30 if paid within 14 days, £60 between 14 and 28 days and £100 after 28 days, with additional administrative fees potentially applying.
Auto Top-Up must be set up within your account and is not applied automatically.
It is the account holder’s responsibility to ensure:
If Auto Top-Up is not set up correctly or fails, tolls will not be paid and may result in a UTCN being issued.
If you would like a refund, please contact WTB through their website, and they can arrange this for you.
Refunds can be requested once a Blue Badge or Mobility exemption has been approved, or if you wish to close your account and move to guest payment.
Refunds are returned to the original payment method and typically take 5 to 10 working days, depending on your bank.
I have heard from hundreds of non constituents who have had trouble with WTB.

Due to an acknowledgement in delays locally from Royal Mail, some constituents may find that their UTCN has arrived after the escalation deadline.
